Single Homelessness Accommodation Programme (SHAP)

In December the government launched its Single Homelessness Accommodation Programme (SHAP). This programme is being delivered as a collaborative approach between Homes England and the Department for Levelling Up, Housing & Communities.

The programme is designed to further increase the 3,200 move-on homes already delivered through the Rough Sleeping Accommodation Programme, as of May 2022.

In summary the aims of the programme are:

  • To increase the supply of high-quality accommodation and support to address gaps in homelessness pathway provision. 
  • Enable the delivery of housing for individuals requiring high levels of support or specialist provision.
  • To specifically provide housing for adults with a history of rough sleeping and young people aged 18-25 at risk of or experiencing homelessness or rough sleeping. 

The programme will focus on longer-term accommodation such as supported housing, Housing First and housing-led schemes and is backed by over £200 million of funding for both capital delivery and revenue support. Funding is available in eighty-five target authority areas outside of London.

A commitment of three years’ revenue funding from completion of accommodation (including a short lead-in time where required) will be made as part of the funding agreement.

The bidding window has now opened and will remain open for a period of continuous market engagement, of up to 12 months (subject to available funding).

The assessment criteria for bids will cover local need for and impact of schemes, collaboration and support, quality of accommodation and support, deliverability, and value for money.
