Birmingham City Council – Capital Programme Management

Background

Birmingham City Council (BCC) is one of the largest landlords in Europe with a stock profile of just under 60,000 properties including 23 high rise and 900 low rise blocks. It is the second largest city in the UK and home to over 1.15 million people. It is renowned for its diversity and has a uniquely young population.  

 

Approach

We were commissioned by BCC to provide programme management support for the re-procurement of their Housing, Repairs and Maintenance Contract beyond 2024, with go live set for April 2024. 

In our role as ‘Programme Manager’, we have assumed responsibility for ensuring the programme runs in accordance with the procurement plan, to protect the mobilisation period leading up to contract go live date.  Several strands of programme management have been undertaken, including but not limited to: 

  • Creation of a procurement plan and timeline. 
  • Establishing project governance, in terms of a project board and project team comprised of BCC and ARK colleagues. This includes engagement with BCC’s Corporate Programme Management Office. 
  • Developing a RAID log to record and address risks, actions, issues and detail decisions made. 
  • Support with preparing for and the hosting of a bidders’ event to alert the market to the procurement opportunity. 
  • Organising tender evaluation training. 
  • Regular liaison with BCC colleagues, in particular their procurement team, ensuring all activities are carried out in a timely manner, in accordance with the procurement plan. 
  • Frequent contact and collaboration with our Technical Advisor for the re-procurement exercise. 

Outcome

The project has not concluded at the time of posting this case study, however outcomes to date have been: 

  • A comprehensive procurement plan has been put in place for the life of the procurement exercise, assisting colleagues’ awareness of key tasks for action. 
  • Oversight and decision making from project board. 
  • Involvement of the project team in the contract design and opportunities to debate risks and issues and develop mitigating control measures. 
  • A bidders’ event attended by a range of prospective contractors whereby BCC was able to showcase features of the contract to generate interest in the opportunity 
  • Leaseholder consultation processes and compliance with relevant regulations 
  • The procurement has run to time and currently allows for a sufficient mobilisation period 
  • Bids have been received at all stages of the procurement to date, with the second stage currently subject to evaluation
