
London Borough – Supporting improvements to achieve compliance
Background
A London Borough self-referred to the Regulator of Social Housing due to failings in its compliance on building safety. It rapidly started to develop its recovery plan and to attract internal resources to respond. We were asked to act as a critical friend to test the robustness of the plans for improvement, to support teams to implement change and to contribute to the liaison with the Regulator of Social Housing.
Approach
Our critical friend role extended over 18 months with our input changing over that time. Some of our key inputs were:
- Drafting the voluntary undertaking between the council and the regulator
- Workshops with teams to improve awareness of regulatory standards and to raise expectations
- Practical support to teams to change how they operated
- Advising on new structures to improve performance
- Focusing on risk management that may threaten progress
- Supporting governance structures to give corporate ownership
- Developing resident engagement on building safety
Outcomes
The council is now delivering building safety compliance and has ambitious plans for other service improvement.
