Supported Housing Strategies for Warwickshire
The councils have commissioned ARK to support the development of the housing strategies.
Supported housing strategy
Warwickshire’s district and borough councils, working in partnership with Warwickshire County Council, are developing Supported Housing Strategies for publication by 31 March 2027, as required under the Supported Housing (Regulatory Oversight) Act 2023. The strategies will assess local supply and demand for supported housing, review pathways into and through services, and identify gaps, pressures and opportunities across the system. This work follows national guidance issued by the Ministry for Housing, Communities and Local Government, which sets out expectations for evidence‑based strategies that strengthen quality, oversight and partnership working.
The councils have commissioned ARK Consultancy to support the development of the strategies.
The project includes a comprehensive needs assessment drawing on quantitative data, operational intelligence and lived experience. It will explore how residents access supported housing, how effectively current provision meets need and where improvements could be made to support independence, wellbeing and safety. Engagement with providers, statutory partners, residents, families and carers will be central to building a shared understanding of current challenges and future priorities.
A series of engagement activities will take place throughout 2026 and 2027, including workshops, targeted discussions, surveys and opportunities to review emerging findings.
Housing strategy initial engagement
To support early evidence gathering, we are inviting supported housing providers to complete an initial survey on current and emerging needs, pressures and priorities across Warwickshire. This short survey will take approximately 10 minutes and will help shape the first phase of the strategy.

Alongside the survey, we also ask supported housing providers to complete a scheme‑specific information spreadsheet to help us build a comprehensive picture of supported housing provision across Warwickshire. The spreadsheet collects key details such as scheme type, client groups, referral routes, occupancy, rent and service charges. This information is essential for mapping current supply and identifying gaps and pressures. Providers can download and complete the spreadsheet and return it to the project team.
