As the former Chief Executive of TPAS and Executive Director of Tenant Services at the Tenant Services Authority, Phil has made sure that tenant involvement is at the very heart of social housing. He was one of the architects of the Tenant Involvement and Empowerment Standard that all social housing landlords have to meet. He works with landlords and tenants to set up, recruit, support, train and review Tenant Scrutiny Panels (which he initiated). Having worked with over 200 coaching clients in both public and private sector organisations ranging from executive to front line delivery staff.
