Why Organisational Culture Matters: Building Resilience for Sector Change

By Kirsty Wells · 7 November 2025

When we talk to housing leaders about the challenges they’re facing, whether it’s implementing Awaab’s Law, managing stretched resources, or rebuilding resident trust, the conversation often circles back to the same underlying issue. Teams want to do the right thing, but something seems to get in the way. That ‘something’ is usually culture. Organisational culture in housing is the invisible force that either propels organisations forward or holds them back.

Understanding Organisational Culture

At its core, organisational culture is the “personality” of an organisation. It guides how employees think and act on the job, shaping the values, beliefs, interpersonal behaviours, and attitudes towards stakeholders that ultimately determine how the organisation performs.

Culture isn’t just a nice-to-have or a buzzword for internal communications. It’s a fundamental driver of success that influences every aspect of how an organisation operates.

Why Culture is Critical

Culture shapes your organisation in ways that directly impact performance and outcomes:

Decision-Making and Behaviour: culture determines what your organisation considers to be “right decisions” and what employees view as appropriate behaviours. This becomes particularly crucial when facing new regulatory requirements or sector challenges that demand swift, coordinated responses.

Team Dynamics and Efficiency: the way individuals and teams approach their work, and the speed and efficiency with which things get done, are all influenced by the underlying culture. In an era where housing organisations must respond quickly to issues affecting residents’ health and safety, this can make the difference between proactive compliance and reactive crisis management.

Capacity for Change: culture determines your organisation’s receptiveness to change. As we navigate transformative legislation like Awaab’s Law, organisations with strong, adaptive cultures are better positioned to embrace new ways of working rather than resist them.

Stakeholder Relationships: culture influences how outside stakeholders, including residents, regulators, and partners, perceive and interact with your organisation. A culture that genuinely prioritises resident safety and wellbeing will naturally align with the spirit of sector reforms.

Organisations with strong, positive cultures are better equipped to embrace these changes because:

They foster collaboration across teams: when culture encourages open communication and shared responsibility, different departments work together seamlessly to address complex issues like damp and mould, rather than operating in silos.

They empower frontline staff: a healthy culture gives employees at all levels the confidence to raise concerns, report issues, and take initiative, which is essential for identifying and addressing potential problems before they escalate.

They prioritise continuous improvement: rather than viewing regulatory changes as burdens, organisations with growth-oriented cultures see them as opportunities to enhance their service and strengthen resident relationships.

They build resilience: strong cultures help organisations to overcome challenges and emerge stronger, maintaining employee morale and resident trust even during periods of significant change.

The Risk of Ignoring Culture

Equally, an organisation’s culture can actively delay the implementation of new initiatives and the achievement of overall goals. Without intentional culture development, organisations risk:

  • Resistance to necessary changes in policy and practice
  • Poor communication between teams and departments
  • Low employee morale and high turnover
  • Disconnection between leadership intentions and frontline reality
  • Damage to reputation and stakeholder relationships
