Sandra Lindsay: Strategic Development and Delivery
Sandra has operated at every level of the development process. Her career spans strategic planning at Stirling Council, senior leadership roles at Wheatley Group and JR Construction, and nine years helping grow Springfield Partnerships into a multi-million pound business.
Sandra specialises in moving complex housing programmes through the planning system. She bridges the gap between commercial delivery and public sector objectives, ensuring the journey from land acquisition to project completion is efficient while keeping housing associations and local authorities at the heart of the process.
Sandra’s recent work focuses on creating viable, large-scale delivery models. She provides the strategic oversight needed to help Scottish landlords develop sites and manage pre-construction consents with confidence.

Wendy Farmer: Strategic Insight and Practical Experience
Wendy has industry experience from a range of organisations; local authority, housing association, and co-operative. Previously, she led a development team in Edinburgh, delivering 1,200 new homes while driving policy and sustainability initiatives.
Wendy is a versatile partner for landlords who need practical advice. As part of the ARK team, her recent projects highlight her ability to translate complex data into clear, actionable strategies:
- East Dunbartonshire Council: Housing Options and Open Market Purchase – Wendy led a strategic review of the Council’s Open Market Purchase Scheme to help meet local housing demand. By combining deep-dive market research with workshops involving housing teams and private landlords, she developed the evidence base needed to expand their intermediate housing options.
- Housing Justice: Unlocking Faith-Owned Land – Wendy has been supporting research into faith building and land owners across Scotland and identified key stakeholders to build a bridge between these organisations and the social housing sector.
- Angus Housing Association: Mid-Market Rent Feasibility – Wendy evaluated the business case for activating a dormant subsidiary to provide Mid-Market Rent (MMR) properties. Her work integrated data analysis with market demand research to provide the Board with a clear plan for future investment and tenure mix.
