SAHP 2026–2036: Bidding Window Opening Soon – Are You Ready?

By Tim West · 11 February 2026

Bidding for the funding as a strategic partner, through the Social and Affordable Homes Programme (SAHP) 2026–2036 is to open on 24th February 2026, and development professionals in housing associations and local authorities should now be finalising their SAHP 2026-2036 bid submissions and strategic planning.

This programme is the government’s primary funding route for delivering a decade of affordable housing. It has ambitious targets, including delivering around 300,000 new social and affordable homes with at least 60% prioritised for social rent, increased emphasis on supported and specialist housing, regeneration, rural and community-led schemes, and stronger collaboration with local partners.

We can provide comprehensive support with bids, particularly through helping to complete the qualitative questions required to finalise the bids.

Why the Qualitative Submission Matters

Homes England will assess all SAHP 2026-2036 bids on:

  • Value for money
  • Strategic fit
  • Deliverability and pipeline robustness
  • Alignment with the programme’s strategic priorities, including social rent, supported and rural housing, and community-led delivery

In the Strategic Partnership guidance, bidders must also articulate strategic ambitions, including how their programme will meet government priorities, how they will work with Established Mayoral Strategic Authorities where relevant, and how they will deliver at scale within regional and national plans.

These qualitative sections, particularly narrative responses to strategic questions, will be critical in differentiating compliant bids from those that are compelling, credible and aligned with national priorities.

Specialist Support from ARK’s Development Experts

The strength of your qualitative submission can directly influence whether you secure funding and at what level. That’s where we add measurable value.

Our Development and Regeneration specialists can help you:

  • Craft strategic narrative responses that align with Homes England bid criteria and demonstrate a clear plan for delivery, partnership and outcomes
  • Interpret and evidence pipeline, planning status and governance arrangements consistent with guidance expectations
  • Embed programme priorities — such as high proportions of social rent, supported and rural homes — into your bid logic
  • Stress-test deliverability, risk mitigation and governance to ensure your bid stands up to scrutiny

We understand what funders will be looking for because we support clients through the entire bid lifecycle, from strategy, through draft submissions, to finalised qualitative responses and risk assurance.

Proven Development Leadership

Development Director Tim West brings more than 25 years’ experience across housing development and regeneration. He is supported by senior specialists Sarah Ireland and Ian Jackson, whose track records span strategic planning, delivery management, policy alignment and complex bid development.

What You Should Be Doing Now

With the bid window imminent, organisations should be:

  • Finalising their delivery pipelines and ensuring projected starts and completions align with SAHP’s required timescales
  • Reviewing entry routes and delivery thresholds to choose the most strategic fit
  • Collating evidence for qualitative responses on strategic priorities, governance, delivery capability and risk management
  • Engaging specialist support early — particularly for narrative and assurance work

This is a competitive funding round. Early preparation and expert guidance increase confidence in your bid and improve your chances of securing funding allocations.
