Local Supported Housing Strategies; a great opportunity, but a challenge to develop

ARK Consultancy welcomes the government’s new statutory guidance on Local Supported Housing Strategies. For those of us who remember the Supporting People days there are some similarities to the strategies at that time.

Every local housing authority must now produce and publish a comprehensive strategy by 31 March 2027, with updates at least every five years. On paper, that deadline feels distant. In reality, the scale of work required means councils need to start soon.

The guidance is clear – this isn’t a light-touch exercise. It’s a full strategic cycle: needs assessment, partnership building, governance, delivery planning, and annual reporting wrapped into a statutory duty. For many councils already stretched by competing priorities, limited capacity, and complex local markets, this will be a substantial undertaking.

But it’s also an opportunity – a chance to reshape supported housing, strengthen oversight, and ensure residents receive the quality, safety, and support they deserve. ARK Consultancy is here to help you make the most of it.

A strategy that requires real depth

The guidance sets out a structured national framework that councils must follow. At its heart is a robust needs assessment, requiring authorities to:

  • map all current supported housing supply
  • understand the wider population who may need housing with care and support
  • identify the subset who specifically require supported housing
  • estimate net additional need over the next five years

This is not a desktop refresh of existing documents. It’s a comprehensive, data-driven assessment that must draw on housing, social care, health, homelessness, criminal justice, and provider intelligence. Councils must also engage residents, families, and carers to ensure lived experience shapes the strategy.

Alongside this, the guidance expects councils to:

  • establish strong governance arrangements
  • collaborate with Integrated Care Boards, providers, and partners
  • align with a wide range of existing strategies
  • develop a credible, actionable delivery plan
  • prepare for annual reporting to MHCLG from 2027

The Challenge Local Supported Housing Strategies Present to Councils

Local Authorities face several challenges that need to be considered when producing their local supported housing strategy…

1. Cross-departmental coordination – Housing, adult social care, children’s services, planning, public health, commissioning, and Housing Benefit teams all need to be aligned.

2. High-quality data and analysis – Supported housing data is often fragmented across systems and providers. Councils will need to bring it together, validate it, and interpret it.

3. Market engagement and partnership working – The guidance emphasises early and meaningful engagement with providers, ICBs, probation, and residents. This takes time, structure, and facilitation.

4. A deliverable plan, not just a document – Strategies must translate into actions, milestones, and measurable outcomes. Councils will need to demonstrate progress through annual reporting.
