Trident Group: From Procurement Ambition to Market Readiness

Trident Group was seeking to procure future delivery arrangements for responsive repairs, void services, landlord compliance activities and elements of planned maintenance.

The organisation operated a mixed service delivery model, with some services already delivered internally and others potentially being outsourced. Whilst a previous options appraisal had helped identify a preferred strategic direction, significant work was still required to translate this into a practical procurement strategy and tender package.

There was initially limited clarity around service scope, future delivery responsibilities and the precise balance between internally delivered and externally procured services. Different stakeholders held differing views regarding priorities, requirements and expectations.

At the same time, Trident was managing several major transformation programmes, including organisational and system changes that would directly influence future service delivery arrangements.

Trident therefore required specialist procurement support, independent challenge and sector expertise to help define requirements, develop commercial models and create a procurement package capable of delivering long-term value for money and improved services.

Our Approach

We worked closely with Trident’s operational, asset management, finance and leadership teams throughout the commission.

Our support included:

  • Reviewing and refining the future service delivery model.
  • Evaluating procurement options including Framework, DPS and traditional procurement approaches.
  • Producing bespoke service specifications and term briefs.
  • Developing tender documentation, evaluation methodologies and response schedules.
  • Designing commercial and cost models to support procurement decision-making.
  • Compiling asset, stock and service data to support procurement requirements.
  • Developing social value and customer-focused service expectations.
  • Incorporating Awaab’s Law and wider compliance requirements into service specifications.
  • Providing independent challenge, procurement expertise and commercial advice throughout the programme.

Rather than relying on generic procurement templates, ARK developed a fully bespoke procurement package shaped by stakeholder engagement, operational requirements and Trident’s wider organisational objectives.
