Abronhill Housing Association: Mixed Tenure Challenges
Abronhill Housing Association is one of the smallest Registered Social Landlords in Scotland, managing 257 homes as the only community-based housing association in Cumbernauld. Despite its size, Abronhill consistently delivers strong performance in tenant satisfaction and regulatory compliance, underpinned by a clear vision: providing high-quality homes within an empowered community.
In October 2024, Abronhill partnered with ARK Consultancy to address a complex challenge that threatened its long-term independence: the legacy of Cumbernauld’s “New Town” masterplan.
The Challenges of Mixed Tenure at Scale
Cumbernauld was developed rapidly in the 1960s to alleviate housing pressure in Glasgow. While successful in volume, the town’s design created a fragmented ownership model. Today, many flatted blocks are mixed-tenure, with ownership split between housing associations, local authorities, private landlords, and owner-occupiers.



For Abronhill, this fragmentation is a significant barrier. They own 105 homes across 70 different blocks but are the majority landlord in only two of them. This “minority owner” status creates material challenges:
- Decision Control: Difficulty securing agreement for repairs and investment in shared communal areas.
- Compliance: Barriers to meeting the Scottish Housing Quality Standard
s(SHQS) and energy efficiency targets when other owners cannot or will not invest. - Viability: The administrative and financial weight of coordinating dozens of stakeholders across a small, dispersed portfolio.
Recognising these pressures, Abronhill identified the need for a strategic partner to ensure future sustainability.
How ARK Added Value
To find the right partner, Abronhill needed to move beyond anecdotal evidence and present a solid financial and technical case. ARK Consultancy was appointed to translate complex asset data into a clear, decision-ready narrative.

With a validated evidence base, ARK helped Abronhill produce a Strategic Partnership Prospectus. This document served as a transparent “open book” for potential partners, quantifying the investment required and explaining how mixed-tenure issues were constraining performance.
