Gentoo Group: strengthening property services, compliance and operational effectiveness
Gentoo Group is one of the UK’s largest housing associations, delivering a wide range of property, compliance and customer-facing services that are fundamental to maintaining homes, supporting residents and meeting evolving regulatory expectations.
As the organisation continued to strengthen its services and prepare for future challenges, Gentoo sought independent challenge and assurance in several key operational areas. ARK was initially appointed to undertake two significant commissions: a Direct Labour Organisation (DLO) and Property Services Review, and an Awaab’s Law Readiness Review.
These early projects marked the beginning of what has since become a long-term trusted adviser relationship, with ARK providing strategic insight, assurance and practical support across a broad range of operational, policy and governance areas.
Our approach
From the outset, ARK’s role was not simply to review services, but to work alongside Gentoo’s teams to understand how the organisation operates in practice, recognise existing strengths and identify opportunities for further improvement.
Our initial Property Services and DLO Review examined service performance, operational effectiveness, value for money and benchmarking against sector peers. The review covered responsive repairs, voids, compliance, workforce arrangements, materials management and customer service delivery.
Alongside this, ARK undertook a comprehensive assessment of Gentoo’s readiness for Awaab’s Law, reviewing customer contact processes, repairs triage, surveying arrangements, systems, governance, communication and risk management to ensure the organisation was well positioned for future statutory requirements.
As confidence in the relationship grew, Gentoo continued to engage ARK across a range of additional commissions, including:

The outcome
Our work provided Gentoo with assurance that many of its core services were performing from a strong and stable foundation, while also identifying targeted opportunities to further enhance efficiency, visibility and service delivery.
Through benchmarking and operational analysis, the reviews confirmed positive performance in key areas of cost effectiveness and productivity when compared with sector peers. This enabled Gentoo to focus improvement efforts on workflow management, coordination, visibility of work in progress and customer experience, rather than pursuing unnecessary structural change.
The Awaab’s Law Readiness Review highlighted significant strengths already in place, while helping the organisation identify and prioritise actions that would further strengthen governance, monitoring, risk management and service coordination ahead of legislative change.
The various policy assurance reviews also helped ensure key operational policies remained robust, practical and aligned with good practice, providing confidence in the frameworks that underpin service delivery.
Perhaps most importantly, the work provided Gentoo with clear evidence to support decision-making, investment planning and future service improvement. By combining independent assurance with practical recommendations, ARK helped the organisation build confidence in what was already working well while creating a clear focus for future development.
What began as two standalone commissions has evolved into an ongoing partnership, with ARK continuing to support Gentoo across a complex and diverse service environment.
