Data-Led Asset Management: YMCA Black Country Group
YMCA Black Country Group provides vital supported housing and accommodation services across the West Midlands, managing a portfolio of approximately 380 homes for vulnerable residents.
We were commissioned to undertake a comprehensive programme of Stock Condition Surveys and develop a 30-year investment plan. The objective was to provide robust, evidence-based asset data to support regulatory compliance, long-term budgeting, and strategic decision-making.
Project Overview
The surveys assessed property conditions against the Decent Homes Standard while reviewing safety risks and potential Housing Health and Safety Rating System (HHSRS) hazards. This project formed the critical first stage of ARK’s asset management approach, establishing the baseline evidence required for a sustainable long-term investment programme.

We implemented a structured methodology to ensure consistent, high-quality data collection across the diverse portfolio:

Full Stock Condition Surveys: Visual, non-intrusive inspections of all visible building components, including external fabric and roof spaces.

Lifecycle Modelling: Detailed component condition assessments used to build accurate 30-year forecasts.

Data Reliability: Use of geotagged photographic evidence for transparency and internal quality assurance (QA) processes to ensure data accuracy.
Operational Delivery & Resident Engagement
To ensure high completion rates with minimal disruption, we coordinated all access arrangements directly with residents. Our surveyors carried full identification and authorisation to provide reassurance during visits. Where access was challenging, multiple attempts were made, and external “frontage” data was captured to ensure the programme monitoring remained accurate.
The project culminated in a 30-year asset management investment forecast. This detailed output provided capital expenditure projections by property, component, and year. We presented these findings directly to the YMCA BCG Board, providing the clarity needed to agree on the long-term strategic plan.
